CSOs Urge Hichilema to Enforce Rule of Law Ahead of 2026 Elections

Lusaka, Zambia24 --- (March 31, 2026) — Civil society groups have commended President Hakainde Hichilema for directing the Zambia Police Service and other law enforcement agencies to avoid arrests before completing investigations.
“President Hichilema’s directive is consistent with the rule of law and due process,” said Solomon Ngoma, Vice Chairperson of the Consortium of Civil Society Organizations for Good Governance and Constitutionalism.
“It also reflects the values he stood for as opposition leader, when many citizens were arrested and victimised.”
Ngoma expressed concern, however, that police and other agencies often ignore these directives.
“Persistent disregard of presidential guidance risks reducing it to mere rhetoric and undermines public confidence in both the Presidency and law enforcement institutions,” he said.
The consortium also warned about the political influence of the Office of the Registrar of Societies, which they say is destabilising political parties ahead of the August 2026 elections.
“The office must be insulated from political interference to ensure legality and fairness,” Ngoma said.
Ngoma further reminded public officers that their duty is to act impartially and uphold the Constitution.
“Officials must avoid decisions that appear politically motivated, especially in an election year. Their role is to serve the common good of all Zambians,” he said.
The consortium also praised the Lusaka High Court for resolving a long-standing leadership dispute in a former ruling party.
“Timely and impartial judicial action is essential to maintain peace, public trust, and democratic stability,” Ngoma said.
Ngoma concluded by urging President Hichilema to take concrete steps to ensure that his directives are respected and institutionalised, reinforcing confidence in state institutions and the democratic process.
