No More Red Tape



As DEC, RTSA Join Forces to Speed Up Criminal Investigations and curb sophisticated crimes

Lusaka, Zambia24 – 10:18 AM — The Drug Enforcement Commission (DEC) and the Road Transport and Safety Agency (RTSA) have signed a Memorandum of Understanding (MoU) to streamline data sharing and accelerate criminal investigations in Zambia.


Speaking during the signing ceremony in Lusaka, DEC Director General Nason Banda described the agreement as a “milestone” in combating organized and financial crime.

“With this MoU, we can now access RTSA’s motor vehicle registry directly, without delays caused by bureaucracy,” Banda said. 

“This allows us to trace and verify ownership of high-value vehicles linked to criminal activities and prepare cases for court more efficiently.”

Banda emphasized that vehicle data is crucial in tracking proceeds of crime and that collaboration among security agencies is key. 

“Zambians are tired of stories. They want results. This partnership helps us deliver those results,” he said.

RTSA Chief Executive Officer Amoni Mweemba welcomed the partnership, saying it eliminates time-consuming paperwork and allows seamless access to critical data.


“DEC will now be able to access vehicle information in real time. This is a game-changer in the way we support investigations,” Mweemba said. 

“Vehicles are often used in fraud, trafficking, and money laundering. Our data is vital, and we’re glad to make it instantly available.”

He noted that the collaboration signals a shift from operating in isolation to a more integrated national security strategy. 

“We are cutting through red tape and enabling faster, smarter law enforcement,” he said.

Senior officials from both institutions, including legal and public relations officers, attended the event.
