Free Education, Stronger Pensions



NDC welcomes new laws signed by President Hakainde Hichilema, describing them as a major step toward social justice, improved education access and enhanced retirement security.

Lusaka, Zambia24  --- (07-06-2026) - The National Democratic Congress (NDC) has commended President Hakainde Hichilema for signing into law five Bills aimed at expanding access to education and strengthening retirement benefits for workers.

NDC Secretary General Kennedy Siyanda said the legislation represents a significant step towards promoting social justice and improving the welfare of Zambians.

Siyanda welcomed the enactment of the Education (Amendment) Bill, 2026, which guarantees free education in public schools, saying it would remove financial barriers and expand opportunities for children from disadvantaged backgrounds.

He also highlighted the National Pension Scheme Bill, 2026, the Public Service Pensions Bill, 2026, the Pension Scheme Regulation (Amendment) Bill, 2026, and the Local Authorities Superannuation Bill, 2026.

He said the reforms would strengthen retirement security, improve pension administration and enhance accountability in pension fund management.

According to the NDC, the new laws will benefit workers, public servants and local authority employees by improving certainty over retirement benefits and strengthening social protection systems.

Siyanda said the reforms reflect progress in expanding educational access and improving long-term economic security for citizens.

The party further commended President Hichilema and stakeholders involved in the formulation and passage of the legislation, expressing confidence that effective implementation will deliver meaningful benefits to the Zambian people.
