AIPAC Strengthens Policy Team

Lusaka, Zambia — 10 March 2026 – The Acton Institute for Policy Analysis Centre (AIPAC) has appointed Mr. Aly N. Alibhai as its Senior Legal and Policy Advisor, in a move aimed at strengthening the Institute’s work in evidence-based policy analysis, governance, anti-corruption initiatives, and the promotion of gender equality.
Extensive Legal and Policy Experience
Mr. Alibhai brings over 30 years of professional experience as a public sector lawyer and executive in Canada. He has also provided technical legal and policy assistance in countries including Ukraine, Uganda, and South Sudan.
Commitment to Justice and Gender Equality
Speaking on Mr. Alibhai’s career, Mrs. Ruth M. Malambo, AIPAC Communications Manager, said, “His distinguished career reflects a strong commitment to advancing access to justice, human rights, anti-corruption initiatives, leading governance practices, and gender equality.”
Work in Africa
Mrs. Malambo added that Mr. Alibhai has recently worked in Africa to strengthen women’s rights to land and housing in Angola, Kenya, South Africa, and Uganda. “He has also trained community paralegals in four peri-urban communities in Uganda, ensuring that legal support reaches local populations,” she said.
Role in Advancing AIPAC’s Vision
On his new role, Mrs. Malambo noted, “AIPAC is confident that Mr. Alibhai’s experiences and knowledge will be invaluable in advancing the Institute’s vision. He will help promote evidence-based policy analysis, advance meaningful anti-corruption laws and policies, and thoughtfully advocate for gender equality and the representation of women and other vulnerable groups in democratic and policy processes.”
