NGOCC Demands Equality Measures



Katebe calls for fair political space and expanded Bill of Rights; transparency, accountability key ahead of 2026 elections

Lusaks, Zambia24  -- (19-02-2026) - The (NGOCC) has demanded stronger equality measures, including a fair political environment, expansion of the Bill of Rights, and enhanced transparency and accountability ahead of the 2026 elections, as President prepares to address Parliament on national values and principles.

NGOCC Board Chairperson Ms. Beauty Katebe said while progress has been made in reducing child marriage from 29 percent in 2018 to 23.9 percent in 2024, high levels of Gender-Based Violence (GBV) remain a serious concern that continues to undermine women’s rights and national development.

Ms. Katebe said the council expects the President to outline clear and practical interventions to protect women and girls, including strengthening shelters, improving access to healthcare and legal aid, and enhancing survivor support systems.

She further called for clarity on the review of the Anti-GBV Act and the full operationalisation of the Gender Equity and Equality Act, stressing that delayed implementation weakens protection for vulnerable groups.

On governance, Ms. Katebe said true patriotism requires political leaders to prioritise national interests and ensure a safe and fair political space for all players, especially women, ahead of the 2026 General Elections.

She urged the President to provide a clear roadmap towards holding a national referendum to expand the Bill of Rights and to expedite the establishment of the Gender Equity and Equality Commission under Article 231 of the Constitution.

Ms. Katebe also called for transparency in the delimitation process and for political parties to promote intra-party democracy to ensure more women are adopted in competitive constituency-based seats.

On economic management, she said transparency and accountability must be strengthened, especially following concerns raised in the 2025 Auditor General’s report over the diversion of Youth and Women Empowerment Grants.

Ms. Katebe warned that corruption disproportionately affects women and children by diverting resources from critical sectors such as health and education, and urged Government to outline stronger oversight measures.

She also raised concern over increasing suicide cases and called on the President to detail steps being taken to improve mental health services and social support systems.

“As the President addresses the nation, we expect a firm commitment to equality, justice, and inclusive governance that protects every Zambian citizen,” Ms. Katebe said.
