Govt, Inq Expand Free Wi-Fi



MoU aims to boost digital access and inclusion nationwide

Lusaka, Zambia24  -- 11 February 2026 — The Government has signed a Memorandum of Understanding (MoU) with Inq Digital Zambia to expand free public Wi-Fi access across the country, a move aimed at accelerating digital inclusion and supporting Zambia’s national development agenda.


Permanent Secretary in the Ministry of Technology and Science, Brilliant Habenzu, representing Minister Mbwanga Mbula, said the agreement marks a new phase in service delivery under the National Free Public Wi-Fi Initiative.

Habenzu said the partnership brings together key stakeholders, including the Presidential Delivery Unit, the Ministry of Technology and Science, and the Ministry of Local Government, in efforts to bridge the digital divide and ensure affordable internet access for all citizens.

He noted that Zambia is targeting 96 percent population internet coverage by 2026, adding that the free public Wi-Fi programme is a key driver toward achieving the target. 

“During the pilot phase alone, over 110,000 users accessed free public Wi-Fi within just three months, with students, traders, and travelers among the main beneficiaries,” Habenzu said.


Improved connectivity allows citizens to access online learning, market and weather information, and digital government services, reducing queues and improving efficiency.

Earlier, Nkula Mwanza from the Ministry of Technology and Science said the MoU provides a clear framework for collaboration in advancing digital connectivity and expanding internet access in public spaces.

 Mwanza said the ministry values partnerships that align with government policy priorities and local needs, noting that the collaboration will leverage expertise, innovation, and resources to support national development objectives.

Meanwhile, Zambia Information and Communications Technology Authority (ZICTA) official Bernard Banda said expanded internet access offers opportunities beyond communication, including access to e-commerce platforms and broader economic participation. 

Banda said ZICTA stands ready to support the initiative through regulatory facilitation, particularly in network deployment and infrastructure expansion.

Inq Digital Zambia Managing Director Duncan Pie described the MoU as a significant milestone, saying it reflects a firm commitment to addressing gaps in digital access across the country. 

Pie said more than 100,000 users have already accessed public Wi-Fi services, with about 35 percent being repeat users, demonstrating sustained demand. 

He added that the initiative aims to make internet access a basic public service rather than a luxury.

The government said the MoU reaffirms its commitment to ensuring inclusive and affordable internet access, emphasizing that digital connectivity is central to empowering citizens and driving sustainable national development.
