ZACL Board Inaugurated

Lusaka, Zambia, 6 January 2026 — The new Board of Zambia Airports Corporation Limited (ZACL) has been inaugurated to strengthen governance, expand cargo operations, upgrade provincial airports, and support national development, reflecting the government’s focus on aviation as a driver of trade, tourism, and economic growth.
Frank Museba Tayali, Minister of Transport and Logistics, said the Board for the December 2025–2028 term must provide strategic leadership, strengthen corporate governance, support cargo operations, upgrade provincial airports, and resolve outstanding airport debt.
He warned members against internal divisions and operational interference, urging them to focus on oversight while leaving day-to-day management to the Corporation.
The Minister noted that the previous Board struggled with micro-management, which delayed decision-making and weakened performance.
He instructed the new Board to set clear targets, hold management accountable, and ensure that roles between governance and management are respected.
Tayali also warned against misleading the Board, stressing that clear responsibilities are key to an effective institution.
Tayali emphasised that aviation cargo is a key economic growth driver.
Airports must function as gateways for trade, supporting cargo airlines, logistics operators, and regional exports, including markets in the Democratic Republic of Congo and Angola.
He called on ZACL to present practical solutions for any operational constraints.
On infrastructure, the Minister said provincial airport upgrades must meet minimum standards, including three-kilometre runways, aviation lighting, modern terminals, cargo facilities, and fuel stations.
These airports must be operational and financially sustainable.
He also stressed improved customer experience at airports, including clean, secure facilities, professional staff, reliable systems, and designs that showcase Zambia’s identity.
Strengthening links between airports, tourism destinations, and heritage sites was highlighted as a priority for boosting investment, jobs, and regional development.
Tayali directed ZACL to secure all land title deeds to protect assets and support investment planning.
He also instructed the Board to work with the Ministry of Finance to resolve outstanding debt at Kenneth Kaunda and Simon Mwansa Kapwepwe International Airports.
Tayali said the new Board takes office at a time when Zambia’s aviation sector must focus on performance and economic impact, assuring it of government support.
ZACL Board Chairperson Daan Brink said the Corporation plays a strategic role in national development, supporting trade, tourism, regional integration, and private sector growth.
He acknowledged challenges such as changing passenger expectations, stricter regulations, technology, climate issues, and financial stability.
Mr. Brink pledged strong oversight in line with government policies, including the National Transport Policy, National Aviation Policy, and the Eighth National Development Plan.
He stressed collaboration with the tourism and hospitality sectors, saying: “Air connectivity alone is not enough. Good marketing, quality tourism products, efficient border processes, and smooth passenger experiences are essential.”
The Board will focus on increasing passenger traffic, opening new routes, diversifying revenue, and improving safety, security, and service standards.
It will also participate in international aviation and tourism forums to raise Zambia’s global profile.
Mr. Brink concluded by pledging that the Board will act with integrity, diligence, and accountability, while supporting ZACL management and staff to deliver results for the country.
