State Backs Pastoral Training
Faith-based institutions key to national development agenda

Lusaka, Zambia24 --- (January 6, 2026) – Government is backing pastoral and chaplaincy training as part of its broader national development agenda, with faith-based institutions identified as key partners in building moral values, social cohesion and community stability.
Acting Director of Religious Affairs in the Office of the Vice President, Dr. Martha Sitali, said government recognises the challenges pastors and chaplains face in accessing adequate and relevant training and is addressing these gaps through strengthened collaboration with religious-based universities.
Dr. Sitali said it is critical for individuals aspiring to chaplaincy to undergo proper and accredited training, noting that well-trained pastors and chaplains contribute positively to national development and the promotion of ethical leadership.
She explained that government is reinforcing partnerships with faith-based universities to ensure pastoral training meets national standards and responds effectively to emerging social challenges.
Dr. Sitali was speaking during the International Coalition Fellowship University (ICOF) graduation and ordination ceremony, where she urged church leaders to embrace formal education as a foundation for effective pastoral service.
Meanwhile, ICOF University Vice Chancellor Charles Mwape commended government for recognising the private education sector through inclusive policies that provide bursaries and scholarships to students in private universities.
Mr. Mwape said the policy direction reflects government’s commitment to collaboration with faith-based institutions in curbing anti-social behaviour, especially among young people.
He further thanked government for the ongoing recruitment drive in the public service, noting that some of those employed are graduates of ICOF University.
