Fuel Measurement Rules Tightened



Nkobeni says accuracy and consumer protection is ZMA’s priority

Lusaka, Zambia24. --- (15th January 2026) – The Zambia Metrology Agency (ZMA) has tightened fuel measurement rules, requiring all petroleum tanker trucks in the country to comply with metrology standards to ensure accurate fuel delivery, protect consumers, and promote fair trade in the petroleum sector.

ZMA Executive Director Humphrey Nkobeni told journalists that the regulations apply to all petroleum tanker trucks, whether transporting fuel locally or across borders.

“Any tanker truck without a valid verification certificate shall be deemed non-compliant and prohibited from carrying fuel for commercial purposes,” Nkobeni said.

The requirement is based on the Metrology Act No. 6 of 2017 and the Metrology (Measuring Instruments) Regulations, SI No. 55 of 2021, particularly Regulation 27. It also applies to trucks registered under the Energy Regulation Act, 2019, or any other relevant law.

Nkobeni said ZMA has informed fuel terminals, commercial depots, and retail outlets that only verified tanker trucks can load or offload petroleum products.

“This measure ensures that fuel dispensed across the country is accurately measured and protects consumers from under-delivery,” he added.

Transporters have been urged to act immediately to ensure all trucks under their control are verified and compliant.

“Inspections will verify that trucks do not load or transport fuel beyond—or below—the capacities stated on their Metrology Certificates,” Nkobeni explained.

Failure to comply with these rules is a violation of the law. 

Nkobeni warned: “We will commence a nationwide inspection and enforcement programme. Transporters found violating these requirements will face enforcement action, including possible prosecution, in accordance with Zambian law.”

The directive highlights Zambia’s commitment to consumer protection and standardization in the petroleum sector, Nkobeni said, ensuring fuel measurement is accurate and fair nationwide.
