AAC Demands Evidence on Bill 7 Bribery


The civil society group urges MP Brian Mundubile to provide proof of alleged bribery by a senior UPND member.

Lusaka, Zambia24 -- (December 14, 2025) — The Alliance Against Corruption (AAC) has challenged Mporokoso Member of Parliament Brian Mundubile to provide evidence supporting his claims that a senior member of the ruling United Party for National Development (UPND) bribed MPs and ministers to secure support for Bill 7.

AAC Executive Director Advocate Dr Noel Chisebe said allegations of this magnitude must be backed by proof, warning that unsubstantiated claims could undermine public confidence in Zambia’s democratic institutions. 

“Given the gravity of these allegations, it is essential that they are reported formally and supported by evidence to ensure accountability and integrity,” Chisebe said.

Chisebe condemned any attempt to manipulate the legislative process but cautioned against making public accusations without reporting them to competent authorities.

 “The Alliance Against Corruption strongly opposes any efforts to compromise the legislative process. However, it is equally concerning when leaders make public claims of corruption without taking concrete steps to report the matter to the relevant authorities,” he said.

The AAC urged Mundubile to immediately submit the allegations to the Anti-Corruption Commission (ACC) and cooperate fully with any investigations. 

The organisation also called on the ACC to act swiftly to investigate the claims and hold perpetrators accountable, regardless of political affiliation.

Bill 7 has sparked debate in Parliament and among the public, with opposition figures raising concerns over its implications, while the government maintains the proposed law is necessary for governance reforms. 

The development comes as Zambia continues to face growing public demands for transparency and accountability in both legislative and executive processes.
