Noma says the Committee’s composition ensures ordinary Zambians and civil society have input in the Constitution

Lusaka, Zambia24 - (3rd October 2025) - Civil society organisations have welcomed President Hakainde Hichilema’s move to form an independent committee tasked with consulting citizens and drafting constitutional amendments, describing it as a major step in restoring trust and legitimacy to the process.

The Consortium for Good Governance praised the President for adhering to a Constitutional Court ruling and fulfilling his pledge that reforms would follow genuine public engagement.

“Our Constitution belongs to the people. Its review must reflect citizens’ views rather than being confined to technical experts,” said Consortium Deputy Chairperson Solomon Ngoma.

The committee brings together a diverse mix of voices, including advocates of reform, critics of earlier proposals, and neutral participants.

 Among the members is consortium chairperson Isaac Mwanza, a veteran of constitutional review since 2010 and recent defender of the Constitution in court, alongside Mrs. Isabel Mutembo from a partner grouping.

Ngoma highlighted that including civil society leaders ensures citizens’ perspectives are represented in shaping the nation’s supreme law. He urged committee members to prioritize national interest over political or personal considerations.

“This is about Zambia, not individual agendas. If conducted transparently, the process will deliver a Constitution that reflects the will of the people,” Ngoma said.

The CSO Consortium has pledged to actively engage with the committee, emphasizing professionalism and impartiality to maintain public confidence. 

The involvement of civic organisations, traditional leaders, and ordinary citizens, he said, strengthens both the credibility and legitimacy of the reform process.
