Malido pledges to strengthen regulation and support professional media practices nationwide

Lusaka, Zambia24 – (September 16, 2025) – The government has welcomed the appointment of Webster Malido as the new Director General of the Independent Broadcasting Authority (IBA), assuring that it will respect the Authority’s independence while cautioning media houses against misusing their freedoms.

Minister of Information and Media and chief government spokesperson, Cornelius Mweetwa, said during the media briefing that no broadcaster will be shut down under the New Dawn administration. 

He, however, urged media practitioners to operate within the law, avoid hate speech, and maintain professionalism, particularly as the nation approaches the 2026 general elections.

“The government will not close media houses, but this freedom comes with responsibility. Broadcasters must comply with the law,” Mweetwa said.

The Minister highlighted ongoing efforts to update the IBA Act to reflect current technological advancements and to expand licensing to new broadcasting entities, including mobile platforms. 

He stressed that these reforms are meant to enhance media freedoms, safeguard citizens’ rights, and ensure public broadcasting is financially sustainable—not to restrict expression.

IBA Board chairperson Chikosola P. Chuula noted that Malido brings a rare combination of journalistic and corporate experience, having studied Public Administration and earned a Master of Business Administration. 

Chuula said the Board is confident Malido’s leadership will guide the IBA through modernization and improved performance.

Malido, in his first address as Director General, promised to strengthen regulatory oversight while supporting media innovation.

 “The broadcasting sector has grown rapidly. Our priority is to ensure regulations keep pace with technology while enabling media houses to operate professionally and responsibly,” he said.

Mweetwa also briefed the media on Cabinet decisions, including the approval of the 2026 national budget, new regulations for laboratory registration to ensure quality and safety in public and veterinary health services, and amendments to the Electronic Communications and Transactions Act to enhance security in digital operations.

The Minister concluded by reaffirming the administration’s commitment to freedom of expression and democracy under President Hakainde Hichilema, while acknowledging that the energy crisis remains a significant challenge. 

He assured citizens that steps are being taken to expand power availability and mitigate the effects of load shedding.
