.... Experts explain the Truth Over Speculation and real impact of water levels on electricity output.

Lusaka, Zambia – (07-03-2025) - The Ministry of Energy, Zambezi River Authority (ZRA), and ZESCO Limited have dismissed recent allegations regarding the water allocation and power generation at Kariba Dam, providing clarity on the actual situation.

In a joint statement signed by Eng. Arnold Simwaba, Permanent Secretary (Electricity) at the Ministry of Energy, Eng. Christopher Chisense, Acting Chief Executive of Zambezi River Authority, and Eng. Justin Loongo, Managing Director of ZESCO Limited, the institutions confirmed that the Zambezi River Authority allocated 16 billion cubic meters (16 BCM) of water for power generation in 2024, which was shared equally between ZESCO Limited and Zimbabwe Power Company (ZPC), with each utility receiving 8 BCM.

Eng. Simwaba explained, "For 2024, the total water allocation was split equally between ZESCO and ZPC, with each utility receiving 8 BCM for their respective power generation operations at Kariba."

Looking ahead to 2025, the water allocation will increase to 27 BCM, with both ZESCO and ZPC receiving 13.5 BCM each.

"This will ensure a higher level of power generation at the Kariba North Bank Power Station," Eng. Chisense emphasized

"The increase in allocation from 8 BCM in 2024 to 13.5 BCM in 2025 will enable ZESCO to gradually ramp up power generation operations at Kariba North Bank Power Station."

The institutions clarified that their operations at Kariba Dam are based on transparent and scientifically supported data.

"We conduct quarterly hydrological reviews to assess water levels in the Kariba reservoir," said Eng. Loongo.

"The next review is scheduled for March 2025 to evaluate the impact of the ongoing rainfall season and to assess the expected increase in water levels at the dam."

Rejecting claims that they have been misleading the public, the Ministry of Energy, ZESCO, and ZRA reaffirmed their commitment to transparency and accountability in managing Zambia’s power generation.

Eng. Simwaba stated, "We remain transparent in all our communications with the public and will continue to share accurate information based on the data available."

Addressing allegations concerning electricity tariff increases, the institutions explained that the recent adjustments were necessary to address financial and operational challenges facing Zambia’s energy sector.

"The tariff adjustments were made to ensure the sustainability of Zambia’s power generation and distribution," said Eng. Loongo.

The institutions called on the public and stakeholders to engage constructively in resolving the country’s energy issues.

"We urge all concerned parties to engage with us responsibly and avoid undermining the national efforts to stabilize the energy sector," said Eng. Chisense.

"Accusations without a full understanding of the facts only hinder progress."
