ZIA urges Action on K100M Scandal

Lusaka, Zambia – The Zambia Institute of Architects (ZIA) has issued a strong call for the prosecution of individuals implicated in the mismanagement of the Society Business Park project, a debacle that has cost the government over K100 million.

ZIA President Musunka Silungwe revealed that the building has been condemned and is slated for demolition due to critical safety hazards.

Addressing journalists at a media briefing held at Mikango Hotel, Silungwe explained that ZIA had offered professional guidance during the project’s development, but this advice was disregarded—resulting in severe structural flaws.

"We are here to shed light on the recent developments concerning the Society Business Park and other infrastructure-related concerns," Silungwe stated.

An internal investigation by ZIA uncovered that an architect from within the organization had raised early warnings about the building’s compromised structural integrity. Unfortunately, these warnings were ignored, paving the way for glaring defects such as deep cracks and potential collapse risks. Silungwe likened the negligence to dismissing a doctor’s diagnosis and proceeding with surgery without the necessary expertise—an analogy underscoring the dangers of bypassing professional counsel.

In response to these findings, ZIA has involved law enforcement agencies to probe those responsible for neglecting safety warnings, obstructing proper oversight, and failing to implement corrective measures.

Four architects have been suspended indefinitely in connection with issues related to the scandal. ZIA clarified that the suspensions are tied to matters extending beyond the Society Business Park project. Further details will be disclosed once the ZIA President provides an official statement.

Previously, the institute announced the indefinite suspension of Mr. Kelly Kalumba, Binwell Dioma, and another individual (name withheld pending confirmation). These disciplinary actions will remain in effect until the affected members present satisfactory explanations.

Additionally, ZIA is contemplating legal action under Clause 23, Section 442 of the Laws of Zambia, which pertains to the obstruction of professional oversight.

Silungwe also highlighted a series of regulatory breaches, notably the unauthorized construction of the Carousel Shopping Centre Extension over a vital 24-inch public water supply line. The developer’s request to reroute the pipeline is currently under review and will only proceed with the approval of certified professionals following strict legal protocols.

Moreover, the institute identified illegal structures erected on public roads and utility corridors without proper authorization. In one striking example, a residential building was constructed around a ZESCO power pole, while other unauthorized developments have contributed to traffic congestion. The Ministry of Local Government has directed that those responsible face legal consequences.

Silungwe stressed that "ignorance of the law is not an excuse," urging industry professionals to uphold regulatory standards, the public to safeguard national infrastructure, and authorities to enforce laws without bias.
